FED:NSW gvt to seek advice on Bali boy support

SYDNEY, Dec 5 AAP - NSW Premier Barry O'Farrell says he will seek advice if asked to
provide support to a teenager convicted in Bali of drug possession.

The 14-year-old from Morisset Park, near Newcastle, arrived in Sydney on Monday after
spending two months in detention in Indonesia.

"If support is sought, we'll seek that advice," Mr O'Farrell told reporters in western Sydney.

"I know government agencies have been working on this matter with the family."

Airport staff told AAP on Monday the boy was aboard a Virgin flight from Denpasar that
landed at Sydney Airport at 9.53am (AEDT).

The boy admitted to carrying 3.6 grams of marijuana when he was arrested on October
4 in the tourist area of Kuta, where he was on holiday with his parents.

A district court on November 25 handed the teenager a two-month jail sentence for marijuana
possession, deducting the eight weeks he had already spent in detention.

Mr O'Farrell said the boy's experience should act as a warning to other travellers.

"When people travel to other countries they need to understand the laws of those countries,
particularly when it comes to issues around drugs, and they need to respect those laws,"

he said.

NSW:Lost skiers await rescue in Snowy

SYDNEY, Aug 2 AAP - Two cross country skiers are awaiting rescue in treacherous weather
after losing their way during a blizzard in the NSW Snowy Mountains.

The men have been told to stay put as emergency services attempt to reach them in an
effort being hampered by icy conditions at Kosciuszko National Park.

It may be another three hours before contact is made, with the search team travelling
on foot, police say.

The pair, aged in their 40s, have supplies but no shelter.

They have been at the mercy of the elements since about 4.15pm (AEST), when they contacted
emergency services saying they had gotten into difficulty in the area of Blue Lake.

Police say they are speaking with the men regularly via mobile phone.

Mary had quite rightly already become known as "the Australian people's saint".

"She was one of us... " Archbishop Wilson said in a statement. "Mary was an ordinary
person who lived a holy life.

SYDNEY, April 1 AAP - Waves up to five metres high are hammering the coast of Sydney
and surrounding areas, while heavy rain has brought down trees and damaged homes.

Dangerous surf forced the closure of all Sydney beaches on Wednesday, except for Bondi,
with destructive waves expected to continue until Thursday.

More than 85mm of rain has fallen in the past 24 hours at Turramurra, in Sydney's north,
and more than 60mm in the city's western suburbs.

Up to 55m of rain fell in the Royal National Park just south of Sydney, and parts of
Cronulla received 46mm.

More rain is forecast for the Sydney region later on Wednesday and into Thursday.

The Bureau of Meteorology (BoM) has issued a warning for severe weather and flash flooding
for parts of the Sydney basin.

A low pressure system off the mid-north coast of NSW is producing heavy rain as far
south as the Illawarra.

The State Emergency Service (SES) has responded to 80 calls for assistance in Sydney
since Tuesday afternoon, with up to 150 volunteers in action.

"Most are from the city's northern suburbs and most of those have been for leaky roofs
and branches down," SES spokesman Dave Webber told AAP.

The Roads and Traffic Authority (RTA) has reported slow traffic around Sydney due to
flooding on roads in Collaroy and Artarmon in the north and Alexandria in the inner south.

BRISBANE, Aug 28 AAP - A doctor found guilty of professional misconduct while working
in England has lost an appeal to re-register in Queensland.

The Health Practitioners Tribunal today ruled the Medical Board of Queensland acted
properly in cancelling John Harding-Price's registration after he was banned from working
in Britain in 2001.

Dr Harding-Price, a psychiatrist from Lincoln in England's north, was banned following
an investigation by the UK General Medical Council (GMC) into complaints made by three
of his female patients.

The GMC found Dr Harding-Price had engaged in "serious professional misconduct", including
failing to properly communicate with patients during examinations and neglecting to respect
patient privacy.

As a result of the GMC's decision, Dr Harding-Price was struck off the register in Queensland.

The doctor flew from the United Kingdom to Brisbane last month to appeal for the reinstatement
of his registration.

Representing himself, he argued the GMC had relied on hearsay evidence and that the
Medical Board of Queensland should have held its own inquiry before striking him off the
register.

However, Ron Ashton, who appeared on behalf of the medical board, argued it was legally
entitled to rely on the GMC's judgment.

The Health Practitioners Tribunal today upheld that argument.

In a written judgment the tribunal members ruled that the public's confidence in the
medical profession in Queensland could be impaired if Dr Harding-Price's registration
was reinstated.

"Were he allowed to continue to practise in Queensland, standards could appear inconsistent
and variable and less than those applying in a foreign jurisdiction with generally similar
standards of practice," the judgment stated.

"In the circumstances of the present case, public confidence and the maintenance of
standards supports the formation of a belief that a similar decision be reached here as
was reached in the UK."

Representatives of the indigenous Noongar people say their Native Title claim over
Perth is back to square one.

The Federal Court has decided NOT to make a ruling on whether native title exists over Perth.

It's upheld an appeal by federal and state governments .. over a decision that native
title exists over more than six thousand square kilometres of Perth and its surrounds.

But it HASN'T ruled that there's no native title over the city.

Outside the court .. TED HART from the South West Aboriginal Land and Sea Council said
it's a frustrating decision for the Noongar people after years of hard work.

But SWALC chief executive GLEN KELLY says it's neither a win nor a loss.

Mr KELLY says there could be many more years of litigation to come unless the state
and commonwealth agree to negotiate an outcome outside court.

A New Zealand man's faced court .. accused of trying to smuggle child pornography into
Western Australia.

Customs officers stopped the 48-year-old at Perth International Airport after he arrived
on a flight from the Phillipines on Sunday.

They say they found the pornography during a luggage search.

The man was granted bail in the Perth Magistrates Court yesterday and will appear in
the same court on January 11.

SYDNEY, Feb 14 AAP - Former Indonesian minister Yunus Yosfiah has again been named
at a coronial inquest in Sydney into the death of one of five Australian-based newsmen
killed in East Timor almost 32 years ago.

Giving evidence at an inquest into journalist Brian Peters, former pro-Indonesian UDT
Party fighter Fernando Mariz identified Mr Yosfiah as the commander of the Balibo operations
in 1975 and the one who ordered the five journalists be killed.

On the day of the Balibo invasion, October 16, 1975, Mr Mariz was in charge of a supply
convoy travelling between an Indonesian military training camp at Batugade and Maliana,
which passed through Balibo on the way.

Arriving in Balibo that morning, after the fighting had stopped, Mr Mariz told the
inquiry that noticed a house in the village was on fire.

When he asked East Timorese fighters, who had taken part in the invasion, what the
cause of the fire was, he was told the bodies of the five journalists were being disposed
of after Indonesian troops killed them.

"They said the journalists had put their hands up and said: 'We are Australia's press',"

Mr Mariz told Glebe Coroner's Court.

"But they said: 'We killed all of them'."

Asked by counsel assisting the inquiry Mark Tedeschi, QC, who had ordered the killings,
Mr Mariz identified the commander in charge of the operation in Balibo.

While he didn't know the name of the commander in 1975, Mr Mariz told the inquest he
had recognised a photograph of the man in a Sydney Morning Herald article of 1998.

When Mr Tedeschi produced the photo of Yunus Yosfiah published in the newspaper, Mr
Mariz again identified Mr Yosfiah as the man.

Mr Yosfiah later became the Indonesian information minister.

Mr Mariz also told the inquest he had been told by East Timorese fighters that the
dead journalists had been dressed in Portuguese military uniform and their bodies photographed
before Indonesian troops burned them.

"They said ... if the Australians complain, we have proof to show they were involved
in the war," he said.

The inquest continues.

CANBERRA, Aug 28 AAP - New US Ambassador Robert McCallum looks set to follow in the
footsteps of his outspoken predecessor, using his first media appearance to mount a staunch
defence of the treatment of David Hicks and of the war in Iraq.

Mr McCallum has finally replaced Tom Schieffer, a close friend of US President George
W Bush who left Australia for Tokyo 18 months ago.

Mr Schieffer raised hackles before the 2004 election when he criticised then-Labor
leader Mark Latham's pledge to bring Australian troops home by Christmas.

But Mr McCallum said Mr Schieffer had done nothing wrong.

"I don't necessarily accept that Ambassador Schieffer was in any way trying to interfere
with the internal politics of the Commonwealth of Australia, and it is not my purpose
or my goal to do that in any matter," he told reporters over morning tea.

Speaking with a gentle Southern drawl, he said: "What I view is my role is that I am
an advocate for the interests of the United States.

"So that when I am asked a question, I will bring to it an advocate's zeal to express
the interests of the United States.

"So I look forward to doing that but not to the extent that I could be construed as
trying to interfere or influence with anything that has to do with the internal political
process within the Commonwealth of Australia."

Mr McCallum and Mr Bush have known each other since they were 19 years old and best
friends in college.

It took six months for Mr Bush to choose his old friend as Mr Schieffer's replacement
and then almost a year for the US Congress to endorse his posting.

Mr McCallum said Australians should not see the 18-month delay as any sign that the
US administration did not value the friendship between the two countries.

"There is a misperception that the relationship with Australia is taken for granted
somehow within the United States or the United States government," he said.

"Nothing could be further from the truth.

"So I want to stress not just here in Canberra and not just in other areas but throughout
the Australian continent the significance of the relationship in the view of the United
States that it has in Australia.

"There is no more significant ally and partner in the globe, in the world."

But when pressed if he meant that Australia was more important to the US than Britain,
Mr McCallum retreated slightly.

"There are a certain few nations with whom we have extraordinarily close relationships
and Australia is one of those few. Britain is certainly another," he said.

Mr McCallum, a lawyer, bristled at questions about whether the United States was complying
with international law by keeping David Hicks in Guantanamo Bay for more than four-and-a-half
years with no trial in sight.

"The rule of law, international established law, the law of war, allows the detention
of enemy combatants during the course of the hostilities. There is still a war on terror,"

Mr McCallum said.

And he said America remained committed to the war in Iraq as the only means to bring
democracy to the region.

He says he has three priorities - to support, maintain and advance the close relationship
between Australia and the United States in military and intelligence matters; to further
the free trade agreement between the two countries; and a "public diplomacy" role to convince
Australians that the US really does love them.

He plans while in Australia to put the views of US pharmaceutical companies which want
greater access to Australian markets under the free trade agreement.

He will spend the next five weeks touring Australia, with visits to Sydney, Perth,
Melbourne, Adelaide, Brisbane and Cairns planned.

The main dam which services the New South Wales city of Goulburn is officially empty
.. for the first time in its 25-year history.

After six consecutive years of below average rainfall .. the Pejar Dam .. which has
a capacity of nine thousand megalitres .. now holds just three megalitres.

The Goulburn Mulwaree Council says while the news isn't great .. things have been worse.

Water supply for Goulburn is now at 30.5 per cent of capacity .. but last year it dropped
to just 20 per cent of capacity.

With the city's two other water sources .. the Sooley Dam and Rossi Weir .. both about
90 per cent full .. Goulburn has enough water for 17 months.

The council says it's been in a much worse position during the current drought.

Central to this is a communications infrastructure that will utilise the world wide web to provide the necessary channels to link schools, colleges, universities, libraries, museums and other places of learning.

Underpinning the long-term NGfL objective of attaching all schools to the grid is the introduction of ICT (Information and Communications Technology). The genesis of this 'learning' society will be created using the latest technological innovation, specifically in the area of multi-media sound and vision plus high resolution still images and text. Initially grid development will focus on the education sector providing teacher development and student induction. This will be followed by home-based learning, higher education and life long learning.

Liverpool City Council (LCC) is at the forefront of providing new local government services and implementing NGfL within the educational sector. SNSI, was the vendor who won the City Council's framework agreement to provide the, supply of active Wide Area Network and Local Area Network solutions. Drawn together from a series of separate networks, under a partnership with SNSL, the network means Liverpool City Council plans early achievement of the stated Government targets for electronic mail provision for pupils across its 220 schools. It will also lead the way in open governance, using Internet sites to allow the public greater access to facts and figures.

LCC's education directorate is leading the other council directorates in exploring the potential behind ICT. With each directorate a beneficiary of the considerable IT investment planned, LCC brought representatives from all directorates to the Anfield Park stadium to outline its long term NGfL plans. "ICT has been clearly identified at national and local level as an essential tool for raising standards of achievement", says Frank Cogley, Direct of Education for the City of Liverpool. He continues, "Besides raising awareness for the NGfL programme for Liverpool and showing how this may impact on teaching methods, the seminar explained in detail the issues faced by teaching colleagues in using existing ICT provision and how NGfL will affect them."

With contributions from the Director of Education, Head of IT, Head of Policy and Resources, teachers and officers of the NGfL team, the seminar illustrated the requisite technology necessary to develop ICT literacy. "We have received very positive and upbeat feedback from the teachers we have spoken to", adds Liz Newby, LCC's NGfL manager. "One, for example, said how good it was for Liverpool to be taking a lead on such an important issue. In particular, teachers and ICT co-ordinators, the people who will ultimately be at the cutting edge of all this technology, were keen that working in partnership with them, we continued with a corporate approach with NGfL, taking full advantage of economies of scale that are available."

Kiss Me Cupcakes, which started in West Bromwich, has opened premises in Northfield where it plans to build a new kitchen.

The company was launched by Dalvinder Cheema and Mary Ashman in 2008.

A year later it was named by The Guardian as one of the UK's top ten cupcake creators and in 2010 was included in the Top 100 Start Ups.

New DVD collection showcases old-school battle of the sexes.(Daily Break)

The battle of the sexes was never so wry or brittle than during on-screen combat between Katharine Hepburn and Spencer Tracy.

She, more than often than not, played a sophisticate, sometimes with an impressive career. His roles cast him as the unpolished, rough-edged, often grouchy presence who responded to her high-society ways with puzzlement as well as disdain. He sought to bring her down off her pedestal. She sought to polish him, refine him and train him.

They both won. So, in fact, did the audience.

Now, all nine of the films they made together have been packaged for DVD as "Tracy and Hepburn: The Definitive Collection," on sale in stores today. ($59.92).

The films, which date from 1942 to 1967, remind us that the debates between smart, savvy couples still focus on some of the same topics: career vs. home, ego vs. ego, beer vs. champagne.

The best thing about their screen pairings is that they were evenly matched. You never could take it for granted that either side would win, although he almost always deflated her ego and she smoothed his edges. In this case, a draw meant a happy ending.

One of the best, "Woman of the Year," featured Hepburn as an internationally famous political writer who speaks multiple languages and meets with heads of state. Tracy played a sports writer. They work on the same newspaper and eventually marry. A classic scene comes when he takes her to a baseball game and tries to explain the rules.

A gem, too, is her effort to cook breakfast, the way other, less "emancipated" women are assumed to do.

My own favorite is "Adam's Rib," (1949) in which they play opposing lawyers. She defends Judy Holliday, who is accused of shooting her erring husband. In one of its most memorable scenes, Kate accuses Spence of using "typical male brutality" when he pats her at the conclusion of a massage. "What've you got back there - radar?" he asks.

No less hilarious is "Pat and Mike" (1952), in which she plays a star athlete and he is her manager. She is superior in every way when it comes to sports such as tennis and golf - but she is a stranger to the attentions of men.

One of the better political satires in movie annals is "State of the Union" (1948), in which she has a more timid role, as the wife of a political candidate. Angela Lansbury plays the villainess as the other woman who, for a change, is more "modern" than Hepburn. The workings of politics prove not to have been changed much.

"Desk Set" (1957) was the couple's first film in Cinemascope and, in effect, introduced them to a new generation. A comedy based on differences brought about by the advent of the computer is still timely. She played a librarian who is threatened with obsolescence by the new machinery (a forerunner of today's Internet). He is the expert who installs the computer.

"Guess Who's Coming to Dinner" (1967) is a fond and poignant farewell, since Tracy died within weeks of its completion. It is somewhat dated, however, in that its treatment of racial questions is no longer shocking.

Two of the films, "Keeper of the Flame"(1942) and "Sea of Grass" are not worth the effort. Ironically, they are the two that previously were not released for home video. "Without Love" (1945) is also forgettable. These are useful only to make the set "complete."

Tracy and Hepburn's off-screen legend is separate, but related. They were a pair for decades although he, in keeping with his Catholic religion, never divorced his wife. It was an era in which respect for the two quieted the press. Hepburn largely gave up the middle period of her career to care for him. His problems with alcoholism were well known. In the period after his death, she returned to the screen to receive three additional Academy Awards, to make her the all-time champion among actresses. (She has won four.)

In deference to his wife, she did not attend Spencer Tracy's funeral. She has gone public, however, since his death, particularly with the heartfelt documentary "The Spencer Tracy Legacy: A Tribute by Katharine Hepburn," in which she is joined by Tracy's daughter.

"Legacy" is included in the new collection. The 10-disc set also contains cartoons, short subjects and previews, an apparent effort to re-create the moviegoing experience of the era.

The movie genre that has most been in need of repair during the past year is the romantic comedy. Tracy and Hepburn brought a maturity to their scripts that is missing in theaters today. Their pairings remind us that there is more to romance, and friendship, than superficiality. These two were evenly matched in a way that was a winner for the moviegoing public.

FCC study calls for return to open access to broadband networks.(BROADBAND BEAT)

Whoa! US telcos and cablecos aren't going to like a study the FCC paid for. It shows that in countries where "an engaged regulator enforced open-access obligations, competitors using these open-access facilities provided an important catalyst for the development of robust competition." Specifically, EU countries force telcos to lease access to their broadband networks at prices the governments' regulators set.

The report says open access leads to more competitive broadband offerings in price and performance.

It said, "The lowest prices and highest speeds are almost always offered by firms in markets where, in addition to an incumbent telephone company and a cable company, there are also competitors who entered the market, and built their presence, through use of open-access facilities."

The Bush administration's FCC did away with open access in 2002 on the basis that open access caused telcos not to invest in faster and more widespread broadband service.

The FCC has been mandated to develop by February 2010 a national broadband strategy for making broadband universally available--and with speeds that consumers will want.

The FCC released a draft of the document this week and asked for public comment. You better believe the telcos, cablecos and their lobbyists will have lots of comments, starting with an unveiled threat to stop building high-speed broadband networks.

The report says other countries are using economic stimulus funds to help get broadband deployed in unserved and underserved areas.

The FCC task force has preliminarily said that upwards of $350 billion in government and/or corporate funds will be needed to provide universal broadband in the States. It would be a combination of wireline and wireless networks.

Most estimates, including the FCC's, show that more that 50% of US residences already have a broadband subscription.

The FCC hired Harvard University's Berkman Center for Internet and Society to prepare the report.

'OL COLLEDGE TRY GUARD SEEKS TO BECOME 'DOMINANT'.(SPORTS)

GREEN BAY -- Daryn Colledge has improved. There's no question about that.

He staved off challenger Allen Barbre in a training-camp battle for his starting spot on the offensive line, and he's played with more consistency than he'd shown in his previous two NFL seasons, when his job security was in question.

But until the Green Bay Packers' third-year left guard eliminates the one bad play that tends to ruin his otherwise good days, Colledge won't be close to being the player he knows he is capable of becoming.

"I'd like to be a dominant player every single down, and I'm not that yet. I still make mistakes," Colledge said. "But I feel like I've taken more steps forward this year and I'm not taking as many back."

In a disappointing season that has the Packers (5-9) out of playoff contention entering Monday night's game against the Chicago Bears (8-6) at Soldier Field, Colledge's improvement has been one of the bright spots.

You could argue he's been the team's most reliable lineman, with left tackle Chad Clifton struggling through injuries and ineffective play, right tackle Mark Tauscher out for the year with a torn ACL in his right knee, center Scott Wells having battled a myriad of injuries and right guard Jason Spitz's play fluctuating as he's bounced between guard and center.

Colledge is also becoming one of the team's more recognizable players, with his own Internet show, "The Colledge Experience," on Packers.com , and his brief appearance with Spitz in a State Farm TV ad, in which they sing along to Frank Sinatra's "Feelin' Kinda Sunday" (Colledge's mom, coincidentally, is a State Farm agent in Alaska).

That all adds up to a significant accomplishment for a guy who was benched after struggling in the preseason opener his rookie year of 2006 - he came back to start 15 games - and was benched against Dallas late last season before regaining his starting job for the regular-season finale and playoff run, then had to beat out Barbre this summer.

"The fact is, I'd always been on top," Colledge replied when asked what he took from those experiences. "I went to a small high school (in North Pole, Alaska), and I was always a starter. I went to a mid-major college (Boise State), and I was a starter for four years. There was never a question whether I was going to be a starter or not.

"So for me, it was a chance to face adversity in a game where I'd never had to face it before. I think you find out what you're made of. You find out if you have the ability to fight back and go back to work." Colledge acknowledged despite his strides, he still needs to improve. Never was that more apparent than on two critical plays late in the fourth quarter of back-to-back losses recently.

With the Packers facing a third-and-goal from the 1-yard line in their 35-31 loss to Carolina Nov. 30, Colledge was beaten by defensive tackle Darwin Walker, allowing fullback John Kuhn to be stuffed for no gain with 2 minutes, 19 seconds to play. The Packers settled for a field goal to snap the 28-all tie, only to watch the Panthers respond with the go-ahead touchdown.

Then the following week, in a 24-21 loss to Houston, Colledge was beaten for a sack of Aaron Rodgers by linebacker DeMeco Ryans on second-and-17 from the Houston 32 with 2:56 to play. The 9-yard sack on what was supposed to be a screen pass pushed the Packers out of field-goal range and forced them to punt, and instead of snapping the 21-all tie, they watched as Houston won the game on the succeeding series with a field goal as time expired.

"You make critical mistakes at critical points in the game, and that hurts. That's tough. Especially when you take your team out of its chance to score," said Colledge, who had given up only two sacks in the first 12 games before giving up two against the Texans. "I made a critical mistake at a critical time, and good players don't do that."
